Adverting to your letter of the 31st August (No.
28773) in reply to the letter from this Department of the
12th August on the subject of the suggested Convention be-
tween this Country and Japan for the reciprocal protection
of Trade Marks in China, I am now directed by the Board of
Trade to forward to you, for the information of Lord Crewe, the accompanying copy of the letter which they have caused
to be addressed to the Foreign Office with reference to
this matter.
On further consideration it has appeared to the
Board that, for the present at least, there is no necessity for His Majesty's Government to raise the difficult ques-
tion of the rights of British Colonial subjects in connec-
tion with the proposed Convention, in view of the provi- .
sions of Article V of the (draft) Franco-Japanese Conven-
tion, which is put forward by the Japanese Government as a
basis for negotiation. I am consequently to ask you to be good enough to direct Lord Crewe's attention to the ob-
servations contained in the Board's letter to the Foreign
Office with regard to this Article as well as with regard
to Article VI, to which latter words have been added, as suggested in your letter, to make its intention clear.
